This site allows potential Bidders to create a Bidding System Vendor account.  Bidders select commodity codes for goods and services and the Bidding System will notify the Vendor by email of Bid opportunities matching their commodity code selection.

Public tenders, request for proposals and informal quotations are posted on this website. Bidders are solely responsible for ensuring their Vendor account information is kept current.

Supplier Performance Program: Norfolk County’s Supplier Performance Evaluation Program monitors the performance of suppliers who supply goods and/or services to the County.  The program will hold suppliers accountable for their actions and responsibilities under contract with the County and communicate positive and negative demonstrated performance to the supplier, confidentially via the bids&tenders platform. Notice to Bidders:  Buy Ontario Act Directives – Fleet Vehicles and Capital Infrastructure Procurements

Purpose

This Notice is to inform all prospective bidders, suppliers and contractors of new procurement requirements arising from the Buy Ontario Act, 2025, and associated directives issued by the Province of Ontario. These requirements will apply to applicable Fleet Vehicles and Capital Infrastructure projects issued by Norfolk County as of May 15, 2026.

Norfolk County is committed to complying with provincial legislation while maintaining fair, open, transparent, and competitive procurement practices.

Background

The Buy Ontario Act, 2025 has been introduced to prioritize Ontario-based business and strengthen domestic supply chains.  As part of this legislation, public sector entities are required to incorporate specific criteria and restrictions into procurement processes.

Applicability

Effective May 15, 2026 the following requirements will apply to all relevant procurement opportunities issued by Norfolk County:

1. Ontario and Canadian-Based Sourcing Requirements

Bidders may be required to demonstrate that goods and/or services:

  • Are manufactured, assembled, or produced in Ontario or Canada, and/or
  • Include a defined level of Ontario or Canadian content, as specified in procurement documents

2. Bidder Declaration

Bidders must complete and submit any required:

  • Ontario or Canadian Content Declarations

3. Evaluation Criteria Adjustments

Procurement evaluations will include:

  • Mandatory compliance thresholds for domestic sourcing

Fleet-Specific Requirements

For Fleet procurements (vehicles, parts, and equipment), bidders may be required to:

  • Identify vehicle manufacturing location
  • Detail Canadian/Ontario parts content
  • Demonstrate compliance with any provincial fleet sourcing thresholds

Capital Infrastructure Requirements

For Capital Infrastructure projects, bidders (including general contractors and subcontractors) may be required to:

  • Provide Ontario or Canadian-based labour and materials details
  • Outline local supply chain participation
  • Adhere to any domestic procurement thresholds specified in the bidding opportunity

Compliance and Audit

Norfolk County reserves the right to:

  • Verify submitted information at any stage of the procurement process
  • Request additional documentation validating compliance with Buy Ontario requirements
  • Conduct post-award audits to ensure ongoing compliance
  • Request Proof of Origin 

Bidders are strongly encouraged to carefully review all procurement documents and ensure full compliance prior to submission.  Failure to provide mandatory requirements at time of bid closing as identified in the bidding opportunity will result in bid disqualification.
